PPRD Mediterranean sub-regional Train-the-Trainer #1 | From data to decision: advancing disaster resilience through modelling, geospatial intelligence and national capacity building

From 30 March to 3 April 2026, the PPRD Mediterranean sub-regional Train-the-Trainer Programme #1 was held in Tunis, strengthening capacities in multi-hazard risk assessment, NaTech scenarios, flood and flash-flood modelling, and industrial risk analysis.

The objective is operational: develop a sustainable pool of national trainers able to replicate methodologies and tools nationally, ensuring long-term impact across the Southern and Eastern Mediterranean. Key technical components

🔹 Multi-hazard risk assessment

🔹 Flood, flash-flood, industrial accident and NaTech scenarios

🔹 Space-based & geospatial technologies supporting Early Warning Systems

🔹 Modelling tools: FastFlood, ALOHA, Primarisk

🔹 VIP geospatial platform analytics

🔹 National pilot scenarios for replication

🔹 Strengthened regional interoperability

Implemented by ISTC (International Science and Technology Center) with the contribution of key partners combining geospatial science, modelling expertise, and operational risk knowledge:

◾️ Fast Hazard

◾️ GOPA PACE

The closing ceremony included a Lifetime Achievement Award to Nabil Salhani, Head of Training at the Lebanese Civil Defence, recognising his outstanding contribution to civil protection in the region.

PPRD Mediterranean Train-the-Trainer #2, to be held in Tunis in June 2026, will build on national scenarios to support full adoption of the tools and methodologies across partner countries.

Sincere appreciation to the National Office for Civil Protection of Tunisia for the warm hospitality and cooperation, and to GIOVANNI DI GIROLAMO, Olaf Deussen, Dionysios Stotis (European Commission – DG ECHO) and Valentin Forand (Union for the Mediterranean) for their continued support to PPRD Med Programme.

The PPRD Med project is funded by the European Commission DG ECHO (Directorate General European Civil Protection and Humanitarian Aid Operations) and is implemented by ISTC (International Science and Technology Center) with the support of ESA/R3 Accelerator (European Space Agency). The R3 Accelerator/Civil Security from Space programme (CSS), aims to enhance the contribution of space solutions to support the Sendai Framework for Disaster Risk Reduction, for the substantial reduction of economic losses as well as losses in lives, livelihoods, and health due to climate-induced crises.
