🇹🇳🇩🇿 A Historic Step Toward Regional Solidarity and Resilience

In a powerful symbol of Maghreb unity and Euro-Mediterranean cooperation, Tunisia and Algeria have come together in an unprecedented effort to strengthen their joint capacity to respond to natural disasters and crises.


On Wednesday, March 19, 2025, General Abdelsamad Bengdu, Director-General of the Tunisian National Civil Protection Office, presided over the conclusion of a 3-days strategic workshop on Digital SCARF (Satellite Crisis Analysis and Response Framework) and the processing of satellite imagery — tools that are rapidly transforming how civil protection services anticipate and respond to risk.


This high-level workshop marks a turning point in the cooperation between Tunisia and Algeria, bringing together experts and institutions from both countries, including:

  • The General Directorate of Civil Protection of Algeria

  • The National Aerial Monitoring Institute

  • The General Directorate of Dams and Major Water Works

  • The National Meteorological Office of Algeria

  • The National Dams and Remittances Agency

  • And the Algerian Space Agency 🛰️


This initiative is part of the broader vision of the EU-funded PPRD Med Programme 🇪🇺, under the supervision of the General Directorate for European Civil Protection and Humanitarian Aid Operations (DG ECHO), and aims to foster operational cooperation, digital innovation, and shared early warning capabilities across borders.


By embracing cutting-edge satellite technology and regional solidarity, Tunisia and Algeria are shaping a resilient, cooperative future for civil protection in the Euro-Mediterranean space. This is not just a technical workshop — it is a historic milestone, paving the way for a united front against the common challenges of climate, disaster, and crisis response.

The PPRD Med project is funded by the European Commission DG ECHO (Directorate General European Civil Protection and Humanitarian Aid Operations) and is implemented by ISTC (International Science and Technology Center) with the support of ESA/R3 Accelerator (European Space Agency). The R3 Accelerator/Civil Security from Space programme (CSS), aims to enhance the contribution of space solutions to support the Sendai Framework for Disaster Risk Reduction, for the substantial reduction of economic losses as well as losses in lives, livelihoods, and health due to climate-induced crises.
