Advancing Civil Defense in the Mediterranean: Insights from Mr. Owda Younis on PPRD Med

Owda Younis, Head of International Relations for Palestine Civil Defense, comments on the Prevention, Preparedness, and Response to Natural and Man-made Disasters in the Mediterranean, the ISTC-supported PPRD Med’s program to train Palestinian engineers and specialists for civil protection against earthquakes, floods, and other catastrophes.


Mr. Younis made his remarks at the first PPRD Med Steering Committee meeting in Barcelona on 16 October 2023. The meeting marked an important moment in advancing the goals of civil defense and protection in the Mediterranean region. Inaugurated in June 2023, PPRD Med engages 10 countries and promotes preparedness and proactive risk reduction toward earthquakes, floods, wildfires, and industrial accidents affecting nations in the Mediterranean region.

The PPRD Med project is funded by the European Commission DG ECHO (Directorate General European Civil Protection and Humanitarian Aid Operations) and is implemented by ISTC (International Science and Technology Center) with the support of ESA/R3 Accelerator (European Space Agency). The R3 Accelerator/Civil Security from Space programme (CSS), aims to enhance the contribution of space solutions to support the Sendai Framework for Disaster Risk Reduction, for the substantial reduction of economic losses as well as losses in lives, livelihoods, and health due to climate-induced crises.
